General Vision

<p>Good communications bring people together and support the growth of postal services and the delivery of government services. Coverage from district to district and from other towns and cities to villages. Communications are essential to the future development of Timor-Leste, including job creation, the growth of postal services and the delivery of vital services such as education and social and economic development. The world is entering a new era of communications technology, characterised by new equipment and access costs that are much lower than in the past. This new era, driven in part by emerging economies, will transform the way people do business and access each other and the world. The Government is determined to ensure that we are part of this structural change in global, social and economic relations.</p>

<p>The vision of the Strategic Development Plan for 2011 to 2030 is that by 2015 we will have a more comprehensive nationwide distribution network that will connect people in Timor-Leste to each other and to the world, allowing us to take full advantage of advances in global communications. The postal services market is still closed and dependent on the government. This will improve services, increase coverage, and expand access to affordable postal services. These significant reforms will greatly improve access to affordable, reliable and modern communications services.

<p>The next stage of communications reform will be to distribute the entire territory of Timor-Leste on a national and international network. The reality for Timor-Leste is that it will continue to rely on inter-district connections to meet the demands of a modern communications system. To benefit from the global communications distribution network we need good quality access. The Government will ensure access to a more comprehensive national and international quality distribution network over the next five years to ensure the next stage of our nation&#39;s communications progress. This will make a significant difference to the quality of access to distribution services and enable our people, especially our children and young people, to be part of the world of mail. It will also transform our economy and the delivery of government services, including education and social economics.</p>
